Can you fill an empty fire extinguisher with nitrogen and it still charge without any powder?

no


well you could but you couldn't use it to put out a fire ( SORRY AT WORK ) the extinguisher was filled with a powder ( baking soda or a mix of things ) for a reason - the only gas used in extinguishers is CO2





the nitrogen would not support combustion and may even 'blow out' the fire but it would not stay in place long enough to prevent re-ignition nor have the cooling effect of CO2 - it is only used as a propellant not a suppressant
