Mineral powder is always better for your skin. It gives you a natural look and also it doesn't make your face look cakey like other powders. Loose powder looks like baking flour. And yes, you can use it as foundation. If you want to use it as a foundation powder, use a foundation brush (soft but firm) and tap it on. Don't use brush strokes cause you'll just make it fall off. When you tap it, it works like foundation and stays in the areas you want it. Then later you can use it as a regular powder finish.
